  • Shadow Fleet Involvement: Maritime investigations revealed that the Association provided essential P&I coverage (Blue Cards) to roughly 16% of the "shadow fleet"—vessels transporting sanctioned crude oil.

  • UK Sanctions Impact: The UK government officially sanctioned the Association. This imposed an asset freeze and triggered a mandatory wind-down period for all outstanding insurance policies, heavily disrupting its global membership network.
